Under Point a, Clause 2, Article 26 of Decree 167/2013/ND-CP regulating illegal gambling in Vietnam:
A fine ranging from 1,000,000 VND to 2,000,000 VND shall be imposed for one of the following gambling acts:
Illegally gambling with one of the forms such as xoc dia, ta la, to tom, tu lo kho, tam cuc, 3 cay, tu sac or other forms which are lost or won in cash or in kind.
Thus, in the case of "xoc dia" by playing dice for money in Vietnam, even if it is 200,000 VND, it will still be considered an administrative violation and a fine of up to 2,000,000 VND may be imposed. Additionally, confiscating exhibits of administrative violations, and money obtained from administrative violations will be enforced.
