Penalties for U-turning When Stopped by Traffic Police
Pursuant to Point g, Clause 4, Article 6 of Decree 100/2019/ND-CP, the regulation is as follows: Penalties for operators of motorcycles, mopeds (including electric bicycles), similar vehicles to motorcycles, and similar vehicles to mopeds that violate road traffic rules
A fine ranging from VND 600,000 to VND 1,000,000 shall be imposed on operators committing one of the following violations:
- ...- Failing to yield or obstructing priority vehicles that are signaling to perform their duties;- Disobeying traffic signal lights;- Disobeying the orders or instructions of traffic controllers or traffic inspectors.
Pursuant to Point b, Clause 10 of the above Article, it is stipulated:
In addition to the fine, operators committing the violation are also subject to the following additional penalties:
- For violations specified in Point b, Point e, Point i of Clause 3; Point d, Point e, Point g, Point h of Clause 4; and Clause 5 of this Article, the driving license will be revoked for a period ranging from 01 month to 03 months;
Hence, in the scenario you mentioned, while riding a motorcycle without lights, if you encounter a traffic police checkpoint and are asked to stop but instead you make a U-turn and leave, even though the road segment does not prohibit U-turns:
For the violation of disobeying the orders or instructions of traffic controllers or traffic inspectors, a fine ranging from VND 600,000 to VND 1,000,000 will be imposed, and the driving license will be revoked for a period ranging from 01 month to 03 months.
