Bringing motor vehicles, specialized motorcycles without a Certificate or inspection sticker for technical safety and environmental protection (for vehicles that are required to be inspected) or having the certificate or sticker but it has expired for one month or more (including trailers and semi-trailers) into traffic;
Thus, based on the above regulation, if a car with an expired registration is still used for traffic, a fine of up to 8 million VND (for individuals) will be imposed. However, according to the information you provided, the vehicle has not been used for 3 years while you were abroad, meaning the vehicle was not in use. Therefore, you will not be fined in this case.
