Title: Is Installing Horns on Motorcycles Subject to Penalties?

According to Point d Clause 1 and Point a Clause 4 Article 17 of Decree 100/2019/ND-CP on penalties for operators of motorcycles, mopeds (including electric bikes), vehicles similar to motorcycles, and vehicles similar to mopeds violating the regulations on vehicle conditions when participating in traffic, including:

- A fine ranging from 100,000 VND to 200,000 VND for the following violation: Using a horn that does not meet the technical standards for each type of vehicle;

- In addition to a monetary fine, the operator committing the violation will be subject to the following additional penalties: The confiscation of the horn used in this violation;

Therefore, the case of modifying the horn of the motorcycle means using a horn that does not meet the technical standards of the vehicle in use. Consequently, this action can result in a fine from 100,000 VND to 200,000 VND. Additionally, the horn will be confiscated.
