Speeding by 5 km/h and driving without a license – what are the penalties?

* Violation of speeding over 5 km/h

Based on Point c, Clause 2, Article 6 of Decree 100/2019/ND-CP, the penalty for motorcycle riders is prescribed as follows:

A fine ranging from 200,000 VND to 300,000 VND for the act of: Operating a vehicle exceeding the speed limit by 05 km/h to less than 10 km/h.

* Violation of not having a driver's license

Point a, Clause 5, Article 21 of Decree 100/2019/ND-CP stipulates:

A fine ranging from 800,000 VND to 1,200,000 VND is imposed on motorbike riders with an engine displacement below 175 cm3 and similar vehicles for committing one of the following violations:

Not having a driver's license or using a driver's license not issued by a competent authority, or the driver's license has been tampered with.

• In your case, if you do not have a driver's license, you will be fined between 800,000 VND and 1,200,000 VND.*

=> Therefore, if you ride a Sirius 115 cc motorcycle: speeding over 5 km/h and not having a driver's license, you will be fined between 1,000,000 VND and 1,500,000 VND.
