Production of Animal Breeds Without Breeding Records: Penalties and Fines?
Clause 2, Article 9 of Decree 14/2021/ND-CP (Effective from April 20, 2021) stipulates as follows:
- A fine ranging from 5,000,000 VND to 7,000,000 VND shall be imposed for any of the following violations:
a) Producing any type of livestock breed without a breed record, failing to update the breed record fully; failing to store or storing the breed record incompletely as prescribed;
b) Breeding facilities that keep parent stock for pigs, poultry, breeding flocks, or produce animal breeders without having technical staff trained in one of the animal husbandry, veterinary, or biology fields.

Thus, the case of producing livestock breeds without a breed record shall be fined from 5 million to 7 million VND.
This is the fine applicable to individuals violating the regulation. In the case of organizations violating, the fine ranges from 10 million to 14 million VND (Clause 2, Article 5).
