Penalties for Riding a Bicycle on the Highway
Based on Clause 4 Article 8 of Decree 100/2019/ND-CP, regulations on penalizing operators of bicycles, motorized bicycles (including electric bicycles), and operators of other rudimentary vehicles for violating road traffic rules are as follows:
A fine ranging from 400,000 VND to 600,000 VND shall be imposed on operators who commit any of the following violations:
- Operating the vehicle on the highway, except for vehicles used for highway management and maintenance;
- Causing a traffic accident without stopping, not maintaining the scene, fleeing without reporting to competent authorities, not participating in rescuing the injured;
- Operating the vehicle on the road while having a blood alcohol concentration exceeding 80 milligrams/100 milliliters of blood or a breath alcohol concentration exceeding 0.4 milligrams/1 liter of breath;
- Failing to comply with alcohol concentration checks by the authorities.
Thus, according to the above regulation, cyclists entering the highway, unless for highway management or maintenance purposes, if detected by authorities, will be penalized. The fine for this act ranges from 400,000 VND to 600,000 VND.
