Penalties for Motorists Driving in Prohibited Roads and Areas
According to the provisions at point b, clause 4, Article 5 of Decree No. 100/2019/ND-CP on regulations for sanctioning administrative violations involving entry into prohibited roads or restricted areas. To be specific:
A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed on drivers committing any of the following violations:
- Using a hand-held mobile phone while driving on the road;
- Entering restricted areas or roads with signs prohibiting entry for the type of vehicle being operated, except for violations specified at point c, clause 5, point a, clause 8 of this Article and cases where priority vehicles are performing emergency duties as stipulated;

Thus, when you drive a car into prohibited roads or restricted areas, you will be fined from VND 1,000,000 to VND 2,000,000.
In addition, your driving license will be suspended for 1 to 3 months.
