Penalties for Driving a Car Without a License

According to Clause 8b, Article 21 of Decree 100/2019/ND-CP:

A fine ranging from 4,000,000 VND to 6,000,000 VND shall be imposed on individuals who operate automobiles, tractors, and similar types of vehicles, if they commit one of the following violations:

- Do not possess a Driver's License or use a Driver's License not issued by a competent authority, or the Driver's License has been tampered with.

Thus, according to this regulation, automobile drivers without a driver’s license will be fined between 4 and 6 million VND. This penalty is equivalent to the case of using an automobile driver’s license that has expired for 6 months or more.

Additionally, the operator will have their vehicle temporarily seized according to Clause 1i, Article 82 of this Decree.
