Operating Cars, Tractors to Illegally Dump Garbage, Soil, Sand, Rocks, Materials, and Waste on Streets—What are the Penalties?
According to Clause 4, Article 20 of Decree 100/2019/ND-CP, the following provisions apply:
A fine ranging from 10,000,000 VND to 15,000,000 VND shall be imposed on the driver of a vehicle who illegally dumps garbage, soil, sand, stones, materials, or waste onto the streets.
In addition to being fined, the driver of the vehicle who commits the violations stipulated in Clause 3 and Clause 4 of this Article shall also be subject to an additional penalty of having their driver's license revoked for a period of 01 month to 03 months.
Beyond the penalties imposed, the driver of the vehicle who commits the violations stipulated in Clause 2, Clause 3, and Clause 4 of this Article shall also be required to take remedial actions: They must clean up the garbage, waste, materials, goods, and restore the original state that was altered due to administrative violations; if environmental pollution is caused, they must take corrective measures to mitigate the environmental pollution caused by administrative violations.
Therefore, the fine for drivers of cars, tractors, and similar vehicles that illegally dump garbage, soil, sand, stones, materials, or waste onto the streets ranges from 10 to 15 million VND.
