Section 2 of Article 9 of Decree 100/2019/ND-CP stipulates penalties for pedestrians violating road traffic rules as follows:
A fine ranging from 100,000 VND to 200,000 VND shall be imposed on pedestrians who enter expressways, except those serving the management and maintenance of the expressway.
According to the aforementioned regulation, if you are not serving the management or maintenance of the expressway and you walk onto the expressway, you will be fined from 100,000 VND to 200,000 VND. In the case where the Traffic Police fines you 300,000 VND, it is not in accordance with the law.
