Based on Point 4h, Article 6 of Decree 100/2019/ND-CP, regulations are as follows:
A fine ranging from VND 600,000 to VND 1,000,000 shall be imposed on the driver who commits one of the following violations:
Drivers using umbrellas, mobile phones, or audio devices, except hearing aids, while operating the vehicle.
Therefore, the use of mobile phones will be subject to fines for drivers, whereas passengers in the above cases will not be prohibited from this act.
