Administrative handling measures are measures applied to individuals violating laws on security, order, and social safety that are not criminal offenses. These measures include education at the commune, ward, commune-level town; placement in reformatory schools; placement in compulsory education institutions; and placement in compulsory rehabilitation centers.
Therefore, placement in reformatory schools is considered one of the administrative handling measures according to the above provisions.
