Is License Renewal Possible When a Driver's License is Revoked and Nearing Expiration?

According to Clause 5, Article 81 of Decree 100/2019/ND-CP stipulates:

In the case where the individual committing the violation is subject to the penalty of revoking the license or practicing certificate but the remaining validity period of the license or practicing certificate is less than the revocation period, the competent authority will still issue a penalty decision that applies the revocation of the license or practicing certificate as prescribed for the violation. During the period of license or practicing certificate revocation, individuals and organizations are not allowed to carry out procedures for renewal or issuance of new licenses or practicing certificates.

Therefore, when your license is revoked, you will not be able to carry out renewal procedures upon expiration.
