Is it required to notify local authorities when handing over administrative violation vehicles to the violating organizations or individuals for custody and preservation?

At Clause 5, Article 1 of Decree 31/2020/ND-CP (effective from May 1, 2020) stipulates:

Within 02 days from the date of handing over the vehicle to the violating organization or individual for custody and preservation, the authority of the person with the detention authority must notify the commune-level People's Committee, ward, commune-level town where the vehicle is kept by the violating organization or individual for coordination in supervision and management.

=> Thus, according to the above regulation, the handing over of a vehicle violating traffic administrative regulations to the violating organization or individual for custody and preservation must be notified to the commune-level People's Committee where the organization or individual keeps and preserves the violating administrative vehicle.
