According to Article 19 of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer 2019, the following locations are prohibited from selling alcohol and beer:
Medical facilities.
Educational facilities.
Facilities and areas for the care, nurture, play, and recreation of persons under 18 years of age.
Rehabilitation centers, compulsory education institutions, juvenile correctional facilities, detention centers, and other detention facilities.
Social support facilities.
Workplaces of state agencies, political organizations, socio-political organizations, socio-professional-political organizations, public service providers, except for locations licensed to sell alcohol and beer.
Based on current regulations, the People's Committee of the commune is identified as a workplace of a state agency. Therefore, you cannot sell draft beer within the premises of the People's Committee of the commune.
What measures are in place to prevent traffic accidents related to alcohol and beer consumption?
According to Article 21 of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer 2019, the following measures are to prevent traffic accidents related to alcohol and beer consumption:
The operator of a means of transport must not drink alcohol or beer before and during participation in traffic.
The head of a transport business, the owner of the means of transport, has the responsibility to proactively implement measures to prevent, detect, and stop operators of means of transport from drinking alcohol or beer right before and during participation in traffic.
Authorities and individuals with jurisdiction have the responsibility to check the blood alcohol concentration or breath alcohol concentration of operators of means of transport who are participating in traffic or causing traffic accidents.
The Ministry of Transport is responsible for developing and organizing the training content on the prevention and control of harmful effects of alcohol and beer in the training programs for licenses and certificates for operators of means of transport under its management.
