Is It Necessary to Muzzle Dogs When Taking Them for a Walk?

The specific fine for an administrative violation act is the average level of the fine frame specified for that act; if there are mitigating circumstances, the fine can be reduced but not below the minimum level of the fine frame; if there are aggravating circumstances, the fine can be increased but not exceeding the maximum level of the fine frame.
Thus, in your case, the fine will be: (1,000,000 + 2,000,000) / 2 = VND 1,500,000.
Therefore, you are reasonably fined VND 1,500,000.
In conclusion, not muzzling dogs when going out will be administratively penalized with a fine of VND 1,500,000 in normal circumstances.
