Is It Mandatory to Wear a Seat Belt in the Passenger Seat?

In Clause 3, Article 5 of Decree 100/2019/ND-CP, it is stipulated:

The driver of a car and similar vehicles carrying passengers in the car who do not wear a seatbelt (at the position equipped with a seatbelt) while the vehicle is running will be fined from VND 800,000 to VND 1,000,000.

Additionally, Clause 5, Article 11 of this Decree also stipulates:

Fines ranging from VND 300,000 to VND 500,000 shall be imposed on passengers in the car who do not wear a seatbelt (at the position equipped with a seatbelt) while the vehicle is running.

=> Thus, according to the above stipulations, at any positions in the car equipped with seatbelts, passengers seated at those positions must wear seatbelts as required. This includes the front passenger seat. Failure to do so will result in a fine ranging from VND 800,000 to VND 1,000,000 for the driver, and VND 300,000 to VND 500,000 for the passenger.
