Inspection procedures

When the vehicle to be inspected has stopped at the designated location, the traffic police officer assigned to the inspection task stands in a suitable and safe position, and performs as follows:

1. Inform and request the driver of the vehicle to take safety measures, get off the vehicle and produce the relevant documents in accordance with regulations.

2. Perform the salute according to the Police Regulations or greet in words: "Hello Sir/Ma'am" (except in the case of knowing in advance that the person commits an act with signs of a crime, commits a crime on the spot, has an arrest warrant), then say the words: "We request you to allow us to inspect the relevant documents and inspect the vehicle".

2. Perform the salute according to the Police Regulations (except in the case of knowing in advance that the person commits an act with signs of a crime, commits a crime on the spot, has an arrest warrant). When interacting with a person who has committed an illegal act, the traffic police officer must maintain the correct posture, etiquette, and style, and have a proper attitude.

Thus, compared to Circular 65/2020/TT-BCA, Circular 32/2023/TT-BCA will no longer require traffic police officers to say the greeting "Hello Sir/Ma'am" and the words: "We request you to allow us to inspect the relevant documents and inspect the vehicle" when conducting a vehicle inspection.

Instead, traffic police officers will proceed with the salute and maintain the correct posture, etiquette, style, and proper attitude.

What are the requirements for traffic police to stop a vehicle on the highway in Vietnam?

As prescribed in Clause 4 Article 16 of Circular 32/2023/TT-BCA, it is stipulated that traffic police are allowed to stop vehicles on the highway, but must ensure the following requirements:

- When conducting a static check at a point, only vehicles can be stopped for inspection and handling of violations at the following locations: The area of the toll booth, the beginning and end of the highway.

- When conducting mobile patrol and control, only vehicles can be stopped in the emergency lane for inspection and handling of violations in the following cases:

+ Detection of serious traffic and safety violations, the risk of immediate traffic accidents; coordination of crime prevention and control;

+ Disaster prevention, fire fighting; rescue, relief; reports, complaints, and reflections on the illegal acts of people and vehicles that are moving on the highway;

+ Detection of vehicles stopping or parking illegally on the highway.

After resolving the case, the traffic police must immediately collect the stakes, ropes, and warning signs;

- Place sign number 245a "Slow down" or sign number 245b (for international routes) in front of the Traffic Police Unit in the direction the vehicle to be controlled is coming, in accordance with the provisions of the road traffic signaling law.

What are the contents that traffic police in Vietnam will control when performing the task of vehicle inspection?

As prescribed in Clause 2 Article 12 of Circular 32/2023/TT-BCA, the contents of vehicle inspection as follows:

- The documents related to people and vehicles include:

+ Driver's license;

+ Certificate of training in traffic law, License, Certificate for driving specialized vehicles;

+ Vehicle registration certificate or certified copy

+ Vehicle registration certificate with original

+ Valid receipt of the financial institution (during the time the financial institution holds the original Vehicle Registration Certificate);

+ Certificate of inspection, safety and environmental protection inspection sticker, Certificate of validity of the Certificate of inspection and Inspection sticker (for vehicles that are required to be inspected);

+ Compulsory civil liability insurance certificate for motor vehicle owners and other necessary documents related to the regulations (hereinafter referred to as documents).

When the databases are connected to the electronic identification and authentication system, and the information on the status of the documents is identified, the control through checking and comparing the information of those documents in the electronic identification account is valid as checking directly the documents;

- The conditions for participating in road traffic of vehicles

- Compliance with the regulations of the law on road transport safety

- Other relevant content
