Is Gambling in Cambodia Penalized under Vietnamese Law?

At Clause 1, Article 2 of Decree 167/2013/ND-CP, it is stipulated:

Article 2. Subjects of application

Vietnamese individuals and organizations; foreign individuals and organizations that commit administrative violations in the fields of security, order, social safety; prevention and control of social evils; fire prevention and fighting; prevention of domestic violence within the territory, internal waters, territorial sea, contiguous zone, exclusive economic zone, and continental shelf of the Socialist Republic of Vietnam; on aircraft registered in Vietnam, sea vessels flying the Vietnamese flag shall be sanctioned according to the provisions of this Decree and other relevant legal provisions on administrative penalties.

=> Therefore, according to my personal opinion, the case of Vietnamese people gambling in Cambodia will not be subject to administrative penalties under Vietnamese law.
