Article 10. Penalties for Pedestrians Violating Road Traffic Rules

  1. A fine ranging from 150,000 VND to 250,000 VND shall be imposed on pedestrians committing any of the following violations:

a) Failing to walk in designated areas; crossing over the median strip; crossing roads not in designated places; crossing roads without using hand signals as prescribed;

b) Disobeying the orders or instructions of traffic lights, traffic signs, or road markings, except for violations specified at point a, clause 2 of this Article;

c) Disobeying the orders or instructions of traffic controllers or traffic police.

  1. A fine ranging from 400,000 VND to 600,000 VND shall be imposed on pedestrians committing any of the following violations:

a) Entering expressways, except for those serving highway management and maintenance;

b) Carrying bulky items obstructing traffic;

c) Holding onto or riding on moving vehicles.

According to the above regulations, pedestrians crossing roads without using hand signals as prescribed may be fined from 150,000 VND to 250,000 VND.

What regulations must pedestrians in Vietnam comply with when participating in road traffic in Vietnam?

Pursuant to Article 30 of the 2024 Road Traffic Order and Safety Law, pedestrians participating in road traffic must comply with the following rules:

- Must walk on sidewalks, roadway edges, or pedestrian-only paths; if there are no sidewalks, roadway edges, or pedestrian-only paths, pedestrians must walk close to the right edge of the road according to their direction of movement.

- May only cross roads where there are traffic lights, road markings, or overpasses and pedestrian tunnels and must comply with road traffic signals and signs. In the absence of traffic lights, road markings, overpasses, or pedestrian tunnels, pedestrians must observe oncoming vehicles and only cross when safe, and must use hand signals when crossing.

- Must not cross over median strips, hold onto or sit on moving vehicles; when carrying bulky items, they must ensure safety and not obstruct people or vehicles participating in road traffic.

What are the additional penalties for administrative violations of road traffic safety in Vietnam?

Pursuant to Article 3 of Decree 168/2024/ND-CP on the forms of penalties for administrative violations, remedial measures, and revocation of licenses and professional certificates:

Article 3. Forms of Penalties for Administrative Violations, Remedial Measures; Revocation of Licenses and Professional Certificates

  1. For each administrative violation of road traffic order and safety, individuals and organizations committing such violations shall be subjected to one of the following main penalties:

a) Warning;

b) Fine;

c) Confiscation of the vehicles used to commit the administrative violation.

  1. Based on the nature and severity of the violation, individuals and organizations committing administrative violations in road traffic order and safety may also be subjected to one or more of the following additional penalties:

a) Temporary revocation of licenses and professional certificates;

b) Suspension of operations for a specific period;

c) Confiscation of the administrative violation's material evidence, the vehicles used to commit the administrative violation in cases where confiscation is not the main form of penalty as prescribed at point c, clause 1 of this Article.

  1. The remedial measures for administrative violations related to road traffic order and safety include:

a) Restoring the original state altered by administrative violations, except for the remedial measures specified at points e, n, p of this clause;
