Is a 17-year-old who commits theft sent to a compulsory educational facility?

According to Clause 2, Article 94 of the Law on Handling Administrative Violations 2012, the measure of compulsory education at a compulsory education institution is not applied to the following cases:

- Persons without administrative liability capacity;

- Persons under 18 years old;

- Females over 55 years old, males over 60 years old;

- Pregnant women with hospital certification;

- Women or the only person raising a child under 36 months of age, as confirmed by the People's Committee of the commune where that person resides.

According to the above regulations, a 17-year-old who commits an act of theft will not be subject to compulsory education measures at a compulsory education institution.
