According to Clause 9, Article 18 of Decree 168/2024/ND-CP on penalties and point deductions for driver licenses for violations related to the conditions of vehicle operators:
Article 18. Penalties and point deductions for driver licenses for violations of regulations concerning the conditions of vehicle operators

- A fine ranging from 18,000,000 VND to 20,000,000 VND shall be imposed on operators of automobiles and similar vehicles, four-wheeled motor vehicles carrying passengers, and four-wheeled motor vehicles carrying goods for committing any of the following acts:
a) Having a driver license that is inappropriate for the type of vehicle being operated or holding a driver license that has expired for 1 year or more;
b) Not possessing a driver license, using a driver license with all points deducted, or using a driver license not issued by a competent authority, a forged driver license, or a driver license that is no longer valid.

Under the above regulations, traffic participants using a car driver license with all points deducted may incur a fine ranging from 18,000,000 VND to 20,000,000 VND.

What documents must a driver carry when participating in road traffic in Vietnam?
According to Article 56 of the Law on Road Traffic Order and Safety 2024, drivers must carry the following documents when participating in road traffic:
- Vehicle registration certificate or a certified copy of the vehicle registration certificate with a valid original confirmation document from a financial institution or foreign bank branch in case the vehicle is mortgaged at said institution
- driver license appropriate for the type of vehicle being operated
- Certificate of technical safety and environmental protection inspection for motor vehicles as prescribed by law
- Mandatory civil liability insurance certificate of the motor vehicle owner
What are the categories of driver licenses in Vietnam from January 1, 2025?
According to Article 57 of the Law on Road Traffic Order and Safety 2024, driver licenses have the following categories:
- Category A1: Issued for operators of two-wheeled motorcycles with an engine displacement up to 125 cm3 or with an electric motor power up to 11 kW
- Category A: Issued for operators of two-wheeled motorcycles with an engine displacement over 125 cm3 or with an electric motor power over 11 kW and types of vehicles regulated for category A1 driver licenses
- Category B1: Issued for operators of three-wheeled motorcycles and types of vehicles regulated for category A1 driver licenses
- Category B: Issued for operators of automobiles carrying up to 8 seats (excluding the driver's seat); cargo trucks and special-purpose vehicles with a total designed weight up to 3,500 kg; automobiles under category B pulling trailers with a total designed weight up to 750 kg
- Category C1: Issued for operators of cargo trucks and special-purpose vehicles with a total designed weight over 3,500 kg to 7,500 kg; C1 category vehicles pulling trailers with a total designed weight up to 750 kg; vehicles regulated for category B driver licenses
- Category C: Issued for operators of cargo trucks and special-purpose vehicles with a total designed weight over 7,500 kg; C category vehicles pulling trailers with a total designed weight up to 750 kg; vehicles regulated for category B and C1 driver licenses
- Category D1: Issued for operators of automobiles carrying more than 8 seats (excluding the driver's seat) up to 16 seats (excluding the driver's seat); automobiles under category D1 pulling trailers with a total designed weight up to 750 kg; vehicles regulated for category B, C1, C driver licenses
- Category D2: Issued for operators of automobiles carrying passengers (including buses) over 16 seats (excluding the driver's seat) up to 29 seats (excluding the driver's seat); automobiles under category D2 pulling trailers with a total designed weight up to 750 kg; vehicles regulated for category B, C1, C, D1 driver licenses
- Category D: Issued for operators of automobiles carrying passengers (including buses) over 29 seats (excluding the driver's seat); sleeping buses; automobiles under category D pulling trailers with a total designed weight up to 750 kg; vehicles regulated for category B, C1, C, D1, D2 driver licenses
- Category BE: Issued for operators of type B vehicles pulling trailers with a total designed weight over 750 kg
- Category C1E: Issued for operators of type C1 vehicles pulling trailers with a total designed weight over 750 kg
- Category CE: Issued for operators of type C vehicles pulling trailers with a total designed weight over 750 kg; tractor-trailers
- Category D1E: Issued for operators of type D1 vehicles pulling trailers with a total designed weight over 750 kg
