How will driving a car in the emergency lane on the highway be penalized?

At Point g, Clause 5, Article 5 of Decree 100/2019/ND-CP, the following is stipulated:

Article 5. Penalties for drivers of cars and vehicles similar to cars violating road traffic regulations

- A fine ranging from VND 3,000,000 to VND 5,000,000 is imposed on drivers who commit one of the following violations:

Failure to comply with regulations when entering or exiting an expressway; driving in the emergency lane or on the shoulder of the expressway; changing lanes at the wrong place or without prior signal when driving on the expressway; failure to maintain a safe distance from the preceding vehicle when driving on the expressway;

If the above-mentioned violations cause a traffic accident, the driver's license shall be revoked for 02 to 04 months.
