Clause 3, Article 24 of Circular 65/2020/TT-BCA (effective from August 05, 2020) stipulates:
Organizations and individuals, upon recording information and images, may provide them to the Traffic Police unit where the incident occurred through email, postal mail, or directly at the unit's headquarters. Organizations and individuals must have a name, full name, clear address, contact phone number (if any), and bear legal responsibility for the authenticity of the provided information and images.
Thus, according to the new regulation, when you have videos capturing images of traffic law violations, you can provide them to the Traffic Police unit through email, postal mail, or directly at the unit's headquarters.
