How much is the penalty for not transferring motorcycle ownership according to Decree 100?

Clause 3 Article 6 Circular 15/2014/TT-BCA stipulates: Within 30 days from the date of making the document to transfer vehicle ownership, the organization or individual who buys, is transferred, given, or receives the vehicle must go to the vehicle registration authority to complete the procedures for registering the vehicle in their name, transferring the vehicle.

Clause 4a Article 30 Decree 100/2019/ND-CP stipulates: Fines ranging from 400,000 VND to 600,000 VND for individuals, and 800,000 VND to 1,200,000 VND for organizations being the owners of motorcycles, motorbikes, and similar types of vehicles engaged in any of the following violations:

Failure to carry out the procedures for registering the vehicle in their name (to transfer the vehicle owner's name in the Vehicle Registration Certificate to their name) as stipulated when purchasing, receiving as a gift, being allocated, transferring, inheriting a motorcycle, motorbike, or similar types of vehicles.

Therefore, if you buy a motorbike, you are responsible for registering the vehicle within the aforementioned timeframe; otherwise, you will be subject to a fine ranging from 800,000 VND to 1,200,000 VND.
