How Much is the Penalty for Drivers of Cars, Tractors Pulling Mud, Soil, Sand, Materials, and Substances that Cause Traffic Safety and Environmental Sanitation Issues?

According to the provisions at Clause 2c, Article 20 of Decree 100/2019/ND-CP, this content is specified as follows:

A fine ranging from 2,000,000 VND to 4,000,000 VND shall be imposed for any of the following violations:

Drawing mud, soil, sand, raw materials, materials, or other waste substances onto the roadway causing traffic safety and environmental hygiene issues.

In addition to being subject to the form of punishment, the driver who commits the violations specified in Clause 2, Clause 3, and Clause 4 of this Article shall also be subject to the following remedial measures: Required to clean up waste, waste substances, materials, goods, and restore the original state altered due to administrative violation; if polluting the environment, they must implement measures to remedy the environmental pollution caused by the administrative violation.

Thus, the penalty for drivers of automobiles, tractors, and similar vehicles that draw mud, soil, sand, raw materials, materials, or other waste substances onto the roadway causing traffic safety and environmental hygiene issues is from 2 to 4 million VND.
