At Point a Clause 4 Article 6 of Decree 100/2019/ND-CP amended by Point g Clause 34 Article 2 Decree 123/2021/ND-CP, there are regulations on penalties imposed upon operators of mopeds and motorcycles (including electric motorcycles) and the like violating road traffic rules as follows:
4. A fine ranging from VND 800,000 to VND 1,000,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Exceeding the speed limits by 10 km/h - 20 km/h;
Article 134 of the Law on Handling Administrative Violations 2012, Clause 68 Article 1 Law on Handling Administrative Violations amended in 2020 stipulates:

3. The application of a sanction type and the decision on the sanction amount against minors committing administrative violations must conform to the principle that these sanctions must be lighter than those imposed on the adults committing the same administrative violations.
In case a person aged between 14 years and under 16 years commits an administrative violation, the fine shall not be applied.
In case where a person aged between 16 years and under 18 years that commits an administrative violation is subject to a fine, the fine amount must not a half as much as that applicable to an adult; in case where he/she must pay an amount equivalent to the value of material evidence and/or means used in the commission of administrative violation into the state budget according to the provisions of Clause 1 of Article 126 of this Law, the amount of payment into the state budget must be a half as much as the value of material evidence and/or means used for commission of administrative violation. If he/she does not have money to pay the fine or is unable to take remedial or mitigation measures, his/her parent or guardian shall have the burden to do so instead;
Therefore, in your case, you were riding at 71km/h while the maximum allowed speed was only 60km/h, exceeding the limit by 11km/h. The fine for this violation will range from 800,000 VND to 1,000,000 VND according to Point a Clause 4 Article 6 Decree 100/2019/NĐ-CP, Point g Clause 34 Article 2 Decree 123/2021/NĐ-CP. However, as you are between 16 and under 18 years old, your fine will not exceed 1/2 of the fine applicable to adults. Therefore, the fine applicable in your case for riding at a speed exceeding the limit is from 400,000 VND to 500,000 VND.

Can a 17-year-old person ride a motorcycle in Vietnam?
At Section 3.31 Article 3 National Technical Regulation QCVN 41:2019/BGTVT stipulates:
A motorcycle (also known as a motorbike) is a two or three-wheeled motor vehicle and similar vehicles, powered by an engine with a cylinder capacity of 50 cm3 or more, with a self-weight not exceeding 400 kg for two-wheeled motorcycles or a permissible load determined according to the Certificate of Technical Safety and Environmental Protection Inspection for road motor vehicles from 350 kg to 500 kg for three-wheeled motorcycles. This concept does not include motorized bicycles as specified in Section 3.40 of this Article.
At Point b Clause 1 Article 60 of the Road Traffic Law 2008 stipulates:
1. The driver age is prescribed as follows:
b/ Persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats;
In the case of riding a motorbike, which means operating a two or three-wheeled motor vehicle and similar vehicles, powered by an engine with a cylinder capacity of 50 cm3 or more.
Therefore, a 17-year-old person is not allowed to operate a motorbike and will be subject to legal consequences when riding a motorbike.
