How much is the fine for a 16-year-old student participating in bicycle racing?

Point b Clause 1 Article 34 of Decree 100/2019/ND-CP stipulates:

A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed for any of the following violations:

...

Illegal racing of bicycles, motorized bicycles, cyclos, animal-drawn carts, animal riding races on traffic roads.

Therefore, in the case of illegal bicycle racing on traffic roads, a fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed.

Clause 3 Article 134 of the 2012 Law on Handling Administrative Violations also stipulates:

In cases where persons from 16 to under 18 years old commit administrative violations and are fined, the fine amount shall not exceed 1/2 of the fine amount applied to adults; in case they do not have money to pay the fine or are unable to implement remedial measures, their parents or guardians must implement these measures.

Therefore, in the case of a 16-year-old student illegally racing bicycles, a fine ranging from VND 500,000 to VND 1,000,000 shall be imposed. In case there is no money to pay the fine, the parents or guardians must implement these measures.
