How is the use of high beam headlights penalized when participating in traffic?

Legal Basis: Article 5 and Article 6 of Decree 46/2016/ND-CP

For cars:

- A fine ranging from 600,000 VND to 800,000 VND shall be imposed on drivers who use high beams in urban areas or densely populated areas, except for priority vehicles performing their duties as regulated.

- A fine ranging from 600,000 VND to 800,000 VND shall be imposed on drivers who use high beams when passing oncoming vehicles.

In cases where a car driver uses high beams and causes a traffic accident, their driver's license may be suspended for 02 to 04 months.

For motorcycles and mopeds

- A fine ranging from 60,000 VND to 80,000 VND shall be imposed on drivers who use high beams when passing oncoming vehicles. In cases where a motorcycle or moped driver uses high beams and causes a traffic accident, their driver's license may be suspended for 02 to 04 months.

- A fine ranging from 60,000 VND to 80,000 VND shall be imposed on drivers who use high beams in urban areas or densely populated areas, except for priority vehicles performing their duties as regulated.
