How is the Use of an Umbrella While Riding a Bicycle Penalized?
Based on Clause 1, Article 8 of Decree 100/2019/ND-CP, which prescribes penalties for operators of bicycles, electric bicycles (including electric bikes), and other rudimentary vehicle operators who violate traffic rules as follows:
- A fine ranging from VND 80,000 to VND 100,000 shall be imposed on operators of vehicles committing one of the following violations:

g) Operating bicycles, electric bicycles in horizontal rows of 03 or more vehicles, other rudimentary vehicles in horizontal rows of 02 or more vehicles;
h) Operators of bicycles, electric bicycles using umbrellas or mobile phones; carrying passengers on bicycles, electric bicycles using umbrellas;
i) Operating rudimentary vehicles at night without signals by lights or reflective materials;

Therefore, according to the regulations above, the act of using an umbrella while operating a bicycle is a violation of the laws in the field of traffic safety. For this violation, if the violator is detected by law enforcement agencies, they may be subject to a monetary fine ranging from VND 80,000 to VND 100,000.
