How is the Traffic Police Uniform Regulated?
Clause 1, Article 11 of Circular 65/2020/TT-BCA (effective from August 5, 2020) stipulates the attire of Traffic Police, specifically:
- Traffic Police, when patrolling, inspecting, and handling violations, must wear Police uniforms and display the People's Public Security identification number as regulated by the Ministry of Public Security. When inspecting at night or during the day in foggy weather conditions or adverse weather that limits visibility, they must wear reflective vests;
- In cases of inspection through technical and professional means, a unit of Traffic Police in plainclothes is assigned to operate and utilize technical means, monitor traffic order and safety, detect violations of road traffic laws, and other legal violations. Upon detecting violations, they must immediately notify the public patrolling and inspecting unit to proceed with inspection and handling according to legal regulations;
The Head of the Department of Road Traffic Patrol and Inspection under the Traffic Police Department (hereinafter referred to as the Head of the Department of Road Traffic Patrol and Inspection), the Head of the Traffic Police Department, the Head of District, Town, and Provincial City Police, and centrally-run City Police (hereinafter collectively referred to as the District-level Police Chief) or higher, shall decide on the wearing of Police uniforms or plainclothes when using technical means and must specify this in the patrol and inspection plan.
