How is the Act of Lending Health Insurance Cards to Others for Medical Examination Handled?
Under the current laws of our country, it is stipulated that a health insurance card will be temporarily retained if the cardholder uses another person's health insurance card for medical examination and treatment. The person whose card is temporarily retained is responsible for retrieving the card and paying fines according to the provisions of the law.
Clause 2, Article 65 of Decree 176/2013/ND-CP on Administrative Sanctions in the Field of Health, issued by the Prime Minister of the Government of Vietnam, stipulates fines for the act of lending a health insurance card to another person or using another person's health insurance card for medical examination and treatment according to the following levels:
- From 500,000 VND to 1,000,000 VND for violations that do not cause damage to the health insurance fund;
- From 1,000,000 VND to 2,000,000 VND for violations that cause damage to the health insurance fund.
In addition, individuals who lend their health insurance card for others to go for medical examination and treatment that leads to damage to the health insurance fund must reimburse the entire cost of the medical examination and treatment that has been paid by the health insurance fund into the fund's revenue account.
