Failure to Complete Motorbike Title Transfer Procedures when Given as a Gift or Inherited: Is There a Penalty?

According to the provisions specified in Clause 4a, Clause 15 Article 30 of Decree 100/2019/ND-CP:

A fine ranging from 400,000 VND to 600,000 VND for individuals, and from 800,000 VND to 1,200,000 VND for organizations, who are the owners of motorbikes, mopeds, and types of vehicles similar to motorbikes for committing one of the following violations:

Failure to complete vehicle ownership transfer registration (to transfer the vehicle owner’s name in the Vehicle Registration Certificate to your own name) as prescribed when purchasing, receiving as a gift, as an allocation, as relocation, or as inheritance of a motorbike, moped, or types of vehicles similar to motorbikes.

Thus, in cases of receiving a motorbike as a gift or inheritance, the vehicle owner must complete the ownership transfer procedures as stipulated. Failure to do so will result in a fine ranging from 400,000 VND to 600,000 VND for individuals, and from 800,000 VND to 1,200,000 VND for organizations.
