Drying rice on the road: Is it permissible?
According to Clause 3, Article 8 of the 2008 Road Traffic Law, the act of unauthorized use of the roadway, roadside, and sidewalk is strictly prohibited.
At Point b, Clause 1, Article 12 of Decree 100/2019/ND-CP, the provisions state: "A fine ranging from VND 100,000 to VND 200,000 for individuals and from VND 200,000 to VND 400,000 for organizations shall be imposed for the following violations:
...b) Drying rice, wheat, straw, agricultural, forestry, and aquatic products on the roadway; placing rice threshing machines on the roadway."
Additionally, at Point a, Clause 10 of this Decree, it is also stipulated that, in addition to the aforementioned fines, individuals and organizations committing the violation are compelled to remove the rice, wheat, straw, agricultural, forestry, and aquatic products, as well as the equipment from the roadway.
Thus, the act of drying rice on the road is strictly prohibited, subject to a fine ranging from VND 100,000 to VND 200,000 (for individuals) or VND 200,000 to VND 400,000 (for organizations), and the obligation to clean up the rice being dried on that part of the road. Respectfully!
