Driving a Car Over the Speed Limit Without a License: Will the Vehicle Be Impounded?
Based on Point a Clause 6 Article 5 of Decree 100/2019/ND-CP, it stipulates a fine ranging from VND 6,000,000 to VND 8,000,000 for drivers of cars exceeding the specified speed limit by more than 20 km/h to 35 km/h.
In addition, the driver will be deprived of the right to use a Driving License for 02 to 04 months.
However, as the driver in this case does not have a driving license, the penalties will be as follows:
According to Point b Clause 8 Article 21 of this Decree, a fine ranging from VND 4,000,000 to VND 6,000,000 will be imposed on car drivers who do not have a Driving License.
Furthermore, the driver will have their vehicle temporarily seized for a maximum of 07 days before a decision on the penalty is issued (Point i Clause 1 Article 82 of this Decree).
Thus, for the aforementioned violations, the car driver will be fined an amount ranging from VND 10,000,000 to VND 14,000,000. Additionally, the vehicle may be temporarily seized for a maximum of 07 days.
