Clause 3, Article 134 of the 2012 Law on Handling Administrative Violations stipulates: The application of punishment forms and the decision on the level of punishment for minors committing administrative violations must be lighter than for adults with the same administrative violations.
In cases where persons aged between 14 and under 16 commit administrative violations, monetary fines are not applied.
In cases where persons aged between 16 and under 18 commit administrative violations and are fined, the fine amount must not exceed 1/2 of the fine amount applied to adults; in cases where they do not have money to pay the fine or do not have the ability to implement corrective measures, their parents or guardians must perform the responsibility instead.
