Can Traffic Police Officers Use batons to Directly Contact Vehicles to Request Them to Stop?
Point a Clause 2 Article 17 of Circular 65/2020/TT-BCA (effective from August 5, 2020) stipulates:
Traffic police select a suitable position, stand upright, facing the traffic vehicle that needs to be controlled;
Give the signal to stop the traffic vehicle at a distance that ensures safety; hold the traffic directing baton in the right hand, raise it and point it at the traffic vehicle that needs to be controlled, simultaneously blow the whistle decisively, guide the driver of the traffic vehicle that needs to be controlled to stop at a suitable position for control;
Thus, the act of the Traffic Police suddenly using the baton to approach the traffic vehicle closely to request a stop does not ensure safety distance and is not in compliance with legal regulations.
