Pursuant to Clause 1 Article 23 of the Law on Handling Administrative Violations in 2012 stipulating fines as follows:
Article 23. Fines
1. The fine levels in sanctioning administrative violations range from VND 50,000 to VND 1,000,000,000 for individuals, VND 100,000 to VND 2,000,000 for organizations, except for those regulated in Clause 3, Article 24 of this Law.
For urban areas of central cities, the fine levels may be higher, but not exceeding 02 times compared with the common levels applied for the same violations in the fields of road traffic; environmental protection; security, order and social security.
As regulations above, the fine levels for administrative violations throughout Vietnam may be not the same. What are regulations on the fines for people aged from 16 to 18 in Vietnam?
Pursuant to Clause 3 Article 134 of the Law on Handling Administrative Violations in 2012 (amended by Clause 68 Article 1 of the Law on Amendments and Supplements to Law on Handling of Administrative Violations in 2020) stipulating fines as follows:
3. The application of a sanction type and the decision on the sanction amount against minors committing administrative violations must conform to the principle that these sanctions must be lighter than those imposed on the adults committing the same administrative violations.

In case where a person aged between 16 years and under 18 years that commits an administrative violation is subject to a fine, the fine amount must not a half as much as that applicable to an adult; in case where he/she must pay an amount equivalent to the value of material evidence and/or means used in the commission of administrative violation into the state budget according to the provisions of Clause 1 of Article 126 of this Law, the amount of payment into the state budget must be a half as much as the value of material evidence and/or means used for commission of administrative violation. If he/she does not have money to pay the fine or is unable to take remedial or mitigation measures, his/her parent or guardian shall have the burden to do so instead;
As regulations above, the fines for people aged from 16 to 18 in Vietnam must not be a half as much as that applicable to an adult.
