Based on Clause 1, Article 69 of the 2012 Law on Handling Administrative Violations, the implementation of penalty decisions without drafting a report is stipulated as follows:
The decision to impose an administrative penalty without drafting a report must be delivered to the individual or organization being penalized in one copy. In cases where a minor is subject to a warning penalty, the penalty decision must also be sent to the minor’s parent or guardian.
Thus, in principle, when a warning penalty is imposed, the penalty decision must also be sent to the minor’s parent or guardian as specified above.
