- Conduct investigations into criminal cases under the investigative authority of the Provincial Investigative Police Agency for particularly serious, complicated crimes occurring in multiple provinces or centrally-run cities, or organized cross-border crimes if deemed necessary to investigate directly; particularly serious cases within the investigative authority of the Investigative Police Agency as annulled by the Judicial Council of the Supreme People's Court for reinvestigation.
- Guide and direct investigative operations and check the compliance with laws and procedures in receiving and resolving denunciations, crime reports, and recommendations for prosecution, as well as in investigating and handling crimes for the investigative police agencies at the provincial and district levels; guide agencies within the people’s police force assigned to conduct some investigative activities in performing investigation activities.
- Recommend related agencies and organizations to apply measures to rectify causes and conditions leading to crimes.
- Organize preliminary and final reviews of the work in receiving and resolving denunciations, crime reports, and recommendations for prosecution, and in investigating and handling crimes within the duties and powers of the Investigative Police Agency of the People's Police.
- Resolve complaints and denunciations according to regulations.
