December 3, 1992, is the International Day of Persons with Disabilities.
Since 1992, December 3 annually has been officially designated by the United Nations as the International Day of Persons with Disabilities. The purpose is to promote understanding of disability issues and mobilize support for the dignity, rights, and well-being of persons with disabilities. In recent years, Vietnam has achieved many positive results in caring for persons with disabilities.
In particular, the Vietnam Communist Party and the State have always prioritized allocating resources and issuing many directives and legal policies to support social assistance, ensuring the rights of persons with disabilities, and promoting their participation in economic and social development.
Thus, December 3 is the International Day of Persons with Disabilities.

What are the state policies on persons with disabilities in Vietnam?
Based on Article 5 of the Law on Persons with Disabilities 2010, the state policies on persons with disabilities include:
- Annually, the State allocates a budget to implement policies on persons with disabilities.
- Prevention and reduction of congenital disabilities, disabilities due to accidents, diseases, and other risks leading to disabilities.
- Social protection; assisting persons with disabilities in health care, education, vocational training, employment, culture, sports, entertainment, access to public works and information technology, and participation in transportation; prioritizing social protection policies and support for children and the elderly with disabilities.
- Incorporating policies concerning persons with disabilities into economic - social development policies.
- Facilitating rehabilitation and recovery of functions for persons with disabilities; overcoming difficulties to live independently and integrate into the community.
- Training and nurturing individuals working in consultancy and care for persons with disabilities.
- Encouraging activities supporting persons with disabilities.
- Providing conditions for organizations of persons with disabilities, and organizations for persons with disabilities, to operate.
- Rewarding agencies, organizations, and individuals with achievements and contributions in assisting persons with disabilities.
- Strictly handling agencies, organizations, and individuals violating the regulations of this Law and other related laws.
What documents are included in the Application for operating license for caring for persons with disabilities in Vietnam?
According to Article 29 of Decree 28/2012/ND-CP, the Application for operating license for caring for persons with disabilities in Vietnam includes:

1. The Application for operating license for caring for persons with disabilities in Vietnam includes:
a) Written request for a license to operate in the care of persons with disabilities by the establishment;
b) A copy of the establishment decision or business registration certificate of the organization or individual establishing the facility;
c) Documents proving sufficient conditions as stipulated in Article 25 of this Decree.
- The Application for adjusting and re-issuing the license to operate in the care of persons with disabilities includes:
a) Written request for adjustment or re-issuance of the license;
b) Proof of documents, the license to operate in the care of persons with disabilities if lost or damaged;
c) Documents proving changes in the name, headquarters address, head person, scope, and content of services.
Thus, the Application for operating license for caring for persons with disabilities in Vietnam comprises the following documents:
[1] Written request for a license to operate in the care of persons with disabilities by the establishment.
[2] A copy of the establishment decision or business registration certificate of the organization or individual establishing the facility.
[3] Documents proving the conditions for issuing a license to operate in the care of persons with disabilities as follows:
- Legally established according to the provisions of law.
- The head of the facility must have full civil act capacity; have good ethics, not involved in social vices, and not subject to criminal prosecution or has been convicted but not yet had the conviction expunged.
- There must be staff directly providing advice and care for persons with disabilities meeting the following conditions:
+ Has the health to provide care for persons with disabilities.
+ Has full civil act capacity.
+ Has good ethics, not involved in social vices, and not subject to criminal prosecution or has been convicted but not yet had the conviction expunged.
+ Has the skills to care for persons with disabilities.
- In the case where the facility cares for persons with disabilities, in addition to the above conditions, it must also ensure environmental, facility, and care and nurturing standards as regulated by the Government of Vietnam for social protection facilities.
