Pursuant to Article 17 of the Law on the Organization of Local Government 2015, the duties and powers of the local government in the province are regulated as follows:
Article 17. Duties and Powers of Local Government in the Province
- Organize and ensure the implementation of the Constitution and laws in the province.
- Decide matters of the province within the scope of powers and duties as stipulated by this Law and other relevant legal provisions.
- Perform duties and exercise powers delegated by central state administrative authorities.
- Inspect and supervise the organization and activities of local government in administrative units within the province.
- Be responsible to superior state agencies for the implementation results of duties and powers of local government in the province.

Therefore, the provincial local government has the following duties and powers:
- Organize and ensure the implementation of the Constitution and laws in the province.
- Decide matters of the province within the scope of powers and duties as stipulated by this Law and other relevant legal provisions.
- Perform duties and exercise powers delegated by central state administrative authorities.
- Inspect and supervise the organization and activities of local government in administrative units within the province.

- Coordinate with central state agencies and other localities to promote regional economic linkages, implement regional planning, ensuring the unity of the national economy.
- Decide and organize the implementation of measures to promote the people's right to mastery, mobilize social resources to build and develop the economy - society, ensuring national defense and security in the province.
Who are included in the Standing Committee of the Provincial People's Council in Vietnam?
Pursuant to Article 18 of the Law on the Organization of Local Government 2015 (amended by Clause 8, Article 2 of the Law on the Organization of the Government and the Law on the Organization of Local Government as Amended 2019), the organizational structure of the Provincial People's Council is regulated as follows:
Article 18. Organizational Structure of the Provincial People's Council
- The Provincial People's Council includes councilors elected by the province's constituents.
The determination of the total number of councilors for the Provincial People's Council shall be based on the following principles:
a) Mountainous, highland provinces with a population of up to five hundred thousand are entitled to elect fifty councilors; if the population exceeds five hundred thousand, for every additional fifty thousand people, one more councilor is elected, with a total not exceeding seventy-five councilors;
b) Provinces not falling under point a of this clause with a population of up to one million are entitled to elect fifty councilors; if the population exceeds one million, for every additional seventy thousand people, one more councilor is elected, with a total not exceeding eighty-five councilors.
- The Standing Committee of the Provincial People's Council consists of the Chairperson of the People's Council, Vice Chairperson of the People's Council, and Commissioners who are the Heads of the Committees of the People's Council. If the Chairperson of the Provincial People's Council is a full-time councilor, there is one Vice Chairperson; if the Chairperson is a part-time councilor, there are two Vice Chairpersons. The Vice Chairperson of the Provincial People's Council is a full-time councilor.
