Based on Article 17 of the Law on Officers of the Vietnam People's Army 1999 (amended by Clause 4, Article 1 of the Law Amending the Law on Officers of the Vietnam People's Army 2014), promotion for active-duty officers is as follows:
Article 17. Promotion for active-duty officers
- Active-duty officers are promoted when they meet the following conditions:
a) Meet the standards as prescribed in Article 12 of this Law;
b) The current military rank is lower than the highest military rank specified for the position, title they are holding;
c) Have sufficient time to be considered for promotion as specified in Clause 2 of this Article.

- General standards:
+ Have strong political will, absolutely loyal to the Fatherland and people, to the Vietnam Communist Party of Vietnam, and the State of the Socialist Republic of Vietnam
+ Have a high revolutionary vigilance, ready to fight, sacrifice, perform well all assigned tasks
+ Have revolutionary moral qualities; frugality, integrity, impartiality; exemplary compliance with the lines, policies of the Vietnam Communist Party, and laws of the State; promote democracy, strictly observe military discipline; respect and unite with the people and comrades; trusted by the masses
+ Have a level of political knowledge, military science, and the ability to creatively apply Marxism-Leninism, Ho Chi Minh thought, lines, views, and policies of the Vietnam Communist Party and the State in building national defense, building the people's army
+ Have knowledge of culture, economy, society, law, and other fields; have practical activity skills meeting the requirements of assigned tasks; graduate from training programs as prescribed for each position
+ Have a clear background, age, and health appropriate to the position, military rank of the officer
- Specific standards for each officer position as prescribed by competent authorities.

Major General, Rear Admiral of the Navy to Lieutenant General, Vice Admiral of the Navy minimum 4 years
Lieutenant General, Vice Admiral of the Navy to Senior Lieutenant General, Admiral of the Navy minimum 4 years
