When is backup archival implemented in Vietnam?
Pursuant to Article 22 of the Archive Law 2024, backup archival is regulated as follows:
Article 22. Backup archival
- Backup archival involves creating and preserving archive documents through special methods and standards to be utilized in cases where original archive documents are lost or unusable. Information in backup archive documents can replace information in the original archive documents in such cases.
- Backup archival is executed for archive documents of special value or permanent archive documents at risk of damage.
- Backup archival must meet the following requirements:
a) Backup archive documents must ensure the integrity and accuracy of information compared to the original archive documents;
b) Backup archive documents must be usable if the original archive documents are lost or unusable;
c) Information carriers of backup archive documents should have physical properties resistant to environmental conditions;

What are archival documents of special value in Vietnam?
Pursuant to Article 38 of the Archive Law 2024, special value archive documents are defined as follows:
Article 38. Special Value Archive Documents
- Special value archive documents must satisfy one of the content criteria stipulated in clause 2 of this Article and one of the form and origin criteria stipulated in clause 3 of this Article.
- Content criteria include:
a) Reflects the history of formation and development of the nation, ethnic group, sector, or field;
b) Process of formation, establishment, and execution of Vietnam's territorial sovereignty and national border;
c) Scientific works, exemplary products of the sector, field;
d) Notable personal, family, lineage achievements and contributions;
dd) Other archive documents of special importance to the nation, ethnic group, or world.
- Form and origin criteria include:
a) Unique, aesthetically and artistically appealing presentation methods and techniques;
b) Typical characteristics of a historical period;
c) Formed under historically special circumstances regarding time, location, or author.
- Special value archive documents are subject to backup archival; they're cataloged and prioritized for use and value enhancement.
According to the aforementioned regulation, a special value archive document must meet one of the following content criteria and one of the form and origin criteria:
