What are the standards for the Chairman of the Vietnam Union of Literature and Arts Associations?
Pursuant to Clause 1, Article 15 of the Charter of the Vietnam Union of Literature and Arts Associations issued with Decision 584/QD-TTg in 2022, the Chairman of the Union is the legal representative of the Union, responsible before the law for all activities of the Union, and represents the Union in relationships with other organizations. The Chairman of the Union is elected by the Presidium from among the members of the Presidium. The standards for the Chairman of the Union are regulated by the National Committee, based on meeting the conditions and standards as stipulated by the Communist Party and the State, and must be someone truly exemplary, with extensive experience in literary and artistic activities, capable of uniting and rallying artists, contributing significantly, and recognized by the State and society.
What are the duties and powers of the Chairman of the Vietnam Union of Literature and Arts Associations?
Pursuant to Clause 2 of this Article, the duties and powers of the Chairman of the Vietnam Union of Literature and Arts Associations are as follows:
a) Acts as the account holder of the National Committee of the Vietnam Union of Literature and Arts Associations; is the head of the Union's agency;
b) Performs duties and exercises powers according to the operational regulations of the National Committee and the Presidium;
c) Takes full responsibility before the competent authority that permits the establishment of the Union, the state management agency in charge of the Union's main activities, and the National Committee and the Presidium for all activities of the Union. Directs, manages, and oversees all activities of the Union in accordance with the Union's Charter; the Congress's resolutions; and the resolutions and decisions of the National Committee and the Presidium;
d) Chairs meetings of the National Committee, the Presidium, and the Standing Committee of the Presidium. Directs, manages, and organizes the implementation of the resolutions of the Congress, the Union's Charter, and the resolutions of the National Committee and the Presidium;
đ) On behalf of the National Committee and the Presidium, signs the Union's documents. Signs decisions to establish the Union's Office, functional committees, and affiliated organizations; appoints Heads and Deputy Heads of functional committees, Chief of Office, Chief Accountant, and heads of affiliated organizations after the Standing Committee of the Presidium resolves in accordance with the law;
e) When the Chairman of the Union is absent, the direction and management of the Union's work are authorized in writing to a Vice Chairman of the Union.
