What are requirements for providing public information services for people's access to information in sustainable poverty reduction 2021-2025 in Vietnam?
Pursuant to Clause 1, Clause 2, Clause 3, Clause 4, Article 5 of Circular 06/2022/TT-BTTTT (effective from August 14, 2022) stipulating requirements for provision of public information services at points providing public postal services in service of people's access to information in communes with extremely difficult socio-economic conditions, island communes and island districts are as follows:
1. Objectives: To provide public information services to serve the people of communes with extremely difficult socio-economic conditions, island communes and island districts; helping people in this area have conditions to access information on Party policies, State laws, knowledge and skills for economic, cultural, social development and other essential information.
2. Scope and location of implementation:
a) Scope: To be implemented in communes with extremely difficult socio-economic conditions; island communes, island districts;
b) Location: At the postal service point of the public postal network.
3. Operational contents of public information service providers:
a) Receive publications and print presses from the Project and other programs and projects to serve the people in the locality;
b) Serving (free of charge) people reading, books, newspapers, magazines (including electronic publications and electronic newspapers);
c) Providing broadband internet access services for people to exploit essential information, read electronic publications, electronic newspapers, and use online public services.
4. Requirements for public information service providers:
a) Having a system of tables and chairs for people to read books, newspapers and magazines;
b) Having at least 01 computer connected to broadband internet, ensuring information security;
c) Having at least 01 cabinet/shelf to display and introduce printed publications and newspapers;
d) Ensure the lighting system, electric fan to serve people to use the service conveniently;
dd) Service time: At least 06 hours/day, from Monday to Saturday every week (excluding public holidays and New Year's Eve as prescribed by the State). Service time must be publicly posted in a conspicuous place for people to know.
What is organization implementation of public information service providers for people's access to information in sustainable poverty reduction 2021-2025 in Vietnam?
According to Clause 5, Article 5 of Circular 06/2022/TT-BTTTT (effective from August 14, 2022) has the following provisions:
5. Implementation organization:
a) Provincial-level People's Committees are responsible for:
- Organize the planning of public information service provision and send it to the Ministry of Information and Communications to summarize and monitor the performance of specific tasks of the subproject;
- Based on the actual situation and local needs, direct and assign the Department of Information and Communications to advise on the management and performance of tasks in the locality, coordinate with the provincial Post Office to develop plans and organize implementation organization after being approved by the People's Committee of the province; organize the provision of information and propaganda products and services under the project and other programs and projects (if any) implemented by the locality to serve the people at the point of public information service provision.
b) Public information service providers are responsible for:
- Ensure the facilities, arrange human resources and maintain and operate the service point according to the requirements in Clause 4 of this Article;
- Receive, preserve and exploit printed publications and newspapers of the Program and other programs and projects to serve the people in the following areas:
+ For printed publications: Ensure the exploitation time at least until the end of the Program implementation time. At the end of the Program implementation period, based on actual conditions, the service provider plans to continue exploiting printed publications with long-term meaning to serve the people in the area or coordinate cooperate with the commune-level People's Committee and relevant agencies and organizations to transfer these publications to continue serving the people at cultural and information institutions in the area;
+ For publications of printed newspapers and other printed media publications: The exploitation period is at least 12 months.
- Report on service provision at the request of the Ministry of Information and Communications and of the locality.
d) Press agencies and publishers participating in the implementation of the Project, based on the purposes and target audience of the products, are responsible for providing printed newspapers and printed publications under the Project to the points of view to provide appropriate public information.
To encourage agencies and organizations providing press products, publications and other media products under other programs and projects to public information service providers to serve the information needs of the public. people's trust.
dd) Service users at public information service providers are responsible for:
- To use the products and services specified at Point b, Clause 2 of this Article;
- Safely preserving assets, printed publications, printed newspapers and other media products when used at public information service points; maintaining security and order and general hygiene at public information service providers.
