What are regulations on the source of information and content of information about martyrs and martyrs' graves in Vietnam?
Pursuant to Clause 1 and 2, Article 6 of Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating the source of information and content of information about martyrs and martyrs' graves in Vietnam as follows:
1. Information sources: Provided by organizations and individuals at home and abroad.
2. Information content:
a) Information about the martyr, including: Full name, year of birth; hometown, residence; enlistment, demobilization, re-enlistment; rank and position; unit before sacrifice; case of sacrifice; time and place of sacrifice; original burial place; information about the martyr's relatives;
b) Information about martyrs' graves, including: Location and number of graves; list of martyrs; grave chart; coordinates and other relevant information, documents and memorabilia (if any).
What are regulations on the responsibility for providing information about martyrs and martyrs' graves in Vietnam?
Pursuant to Clause 3 Article 6 of Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating the responsibility for providing information about martyrs and martyrs' graves in Vietnam as follows:
3. Responsibility for providing information on martyrs and martyrs' graves
a) Organizations and individuals that have information about martyrs and martyrs' graves are responsible for providing them to agencies, units, localities, specialized forces and provisional forces to search and collect remains of martyrs;
b) Regiment level, brigade, division, provincial military command, political agency (policy) and units under the Ministry, Policy Department, General Department of Politics provide information on martyrs , martyrs' graves at the request of agencies, units, localities, specialized forces and provisional forces to search for and gather martyrs' remains; martyrs' relatives.
What are regulations on the responsibility for receiving information about martyrs and martyrs' graves in Vietnam?
Pursuant to Clause 4 Article 6 of Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating the responsibility for receiving information about martyrs and martyrs' graves in Vietnam as follows:
4. Responsibility for receiving information about martyrs and martyrs' graves
a) Policy Department, General Department of Politics - Office of National Steering Committee 515, Standing Agency of 515 Steering Committee at military zone and provincial level; regimental level and equivalent or higher, political agencies (policy) units under the Ministry are responsible for receiving information about martyrs and martyrs' graves to serve the search and collection of martyrs' remains;
b) Provincial-level Military Commands, agencies, units and localities assigned the task of searching and gathering the remains of martyrs to receive, are responsible for checking, comparing and processing information on martyrs. martyrs, martyrs' graves;
When determining the necessary and authentic elements, develop a plan to search and collect martyrs' remains or provide them to the unit in charge of searching and gathering martyrs' remains.
What are regulations on handing over information about martyrs in Vietnam?
Pursuant to Clause 5 Article 6 of Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating the regulations on handing over information about martyrs in Vietnam as follows:
5. Handing over information about martyrs
a) Responsibility
At divisional level and equivalent, political agencies of units under the Ministry of National Defense separate the list of martyrs in the database of martyrs and hand over the bodies and units assigned to search and collect the remains according to the place of sacrifice, the place of initial burial according to the province-level area;
Agencies and units assigned to search and collect martyrs' remains receive information about martyrs. For the list of martyrs, the map of the graves of Vietnamese volunteers and experts who died in Laos and Cambodia is handed over to the Provincial Military Command, or to the Political Departments of the Military Zones assigned to search for and collect martyrs' remains according to the area assigned to receive them;
Central agencies, ministries and branches shall hand over the agency's information and list of martyrs and send it to the Office of the National Steering Committee 515 to receive it for unified management and organization of the search and gathering of martyrs' remains.
b) Content, request for information handover of martyrs
Content: List of martyrs, grave map (if any), relevant information and documents;
Requirements: The handover document must be signed by the deliverer and the receiver; send it to the Standing Office of the 515 Steering Committee at all levels, the immediate superior political bodies and the Office of the National Steering Committee 515.
6. The Office of the National Steering Committee 515, the Standing Agency of the 515 Steering Committee at all levels are agencies that manage and direct the supply, receipt and processing of information about martyrs and martyrs' graves; base on the database of martyrs, provide a list of martyrs participating in the battle, other relevant information (if any), provide information on martyrs and martyrs' graves; directing, planning verification, concluding information and organizing the search and gathering of martyrs' remains.
