What are regulations on planning to implement the goals and tasks of the Information Poverty Reduction Subproject on Sustainable Poverty Reduction in the period of 2021-2025 in Vietnam?

Pursuant to Clauses 1 and 2, Article 16 of the Circular 06/2022/TT-BTTTT (effective from August 14, 2022) stipulating regulations on planning to implement the goals and tasks of the Information Poverty Reduction Subproject on Sustainable Poverty Reduction in the period of 2021-2025 in Vietnam as follows:

1. Subproject implementation plan for both period 2021-2025 and annual:

a) The Ministry of Information and Communications shall prepare the implementation plan of the Sub-project according to the tasks specified in Clause 1, Article 37 of Decree No. 27/2022/ND-CP of the Government providing the management mechanism and implementation organization. national target programs (hereinafter referred to as Decree No. 27/2022/ND-CP);

b) Ministries, central agencies and localities, based on the actual situation, operation contents of the subproject and the guidance in this Circular, assign specialized agencies directly under the management function to advise and manage the subproject. organize the implementation of the subproject implementation plan for both the 5-year period and annually according to regulations and send it to the Ministry of Information and Communications for summarizing and reporting to relevant agencies. The content and time limit for making a plan for the implementation of the subproject's objectives and tasks shall comply with the provisions of Decree 27/2022/ND-CP. For the specific contents of the subproject using the central budget (non-business funding) follow the guidance in Clause 2 of this Article.

2. Make a plan for the implementation of specific tasks of the subproject:

Pursuant to regulations on method of calculating and determining the allocation of capital for implementation of sub-projects to localities at Point c, Clause 1, Article 10 of the Prime Minister's Decision No. 02/2022/QD-TTg dated January 18, 2022 the Government stipulating principles, criteria and norms for allocation of central budget capital and reciprocal capital ratio of local budgets for implementation of the National Target Program on sustainable poverty reduction in the 2021-2025 period; Ministries, central agencies and localities shall make plans to perform specific tasks of the subproject as follows:

a) Specific contents in performing tasks of the subproject in localities, including:

- Set up public electronic information clusters in service of external information and propaganda at border gates;

- Provide public information services at public postal service points to serve the people's access to information in communes with extremely difficult socio-economic conditions, island communes and island districts. ;

- Strengthen facilities for the operation of commune radio stations;

- Build and develop technology platforms for information and propaganda work (if any);

- New production of publications providing essential content;

- Select printed publications to publish in the form of electronic publications.

b) The content of the report on the subproject implementation plan of the ministries, central agencies and localities is provided in Appendix 02 to this Circular;

c) When making plans for specific contents mentioned at Point a of this Clause, localities shall enclose explanations (according to each particular content); As follows:

- The need;

- Target; implementation content;

- Location, deployment location, beneficiaries;

- Content of implementation (explaining suitable for each activity);

- Scale and quantity of implementation;

- Funding needs, determined bases;

- Funding sources for implementation, in which it is clear that the local reciprocal funding and contributions of the units; funding for maintenance, exploitation and operation to serve information provision activities;

- Unit assigned to perform;

- Implementation methods;

- Deployment and completion time.

d) Time limit for submitting annual subproject implementation plan proposal:

- Ministries, central and local agencies shall make plans for the implementation of the Subproject in accordance with the Law on State Budget and relevant laws and request them to be sent to the Ministry of Information and Communications in advance. July 15 of each year before the plan year to summarize and report to relevant agencies according to regulations. For the plan to perform specific tasks for the whole period, the ministries and central agencies shall send at the same time the implementation plan of the subproject in 2023.

What are regulations on guidelines for the implementation of the plan on the goals and tasks of the Poverty Reduction Subproject on Sustainable Poverty Reduction in the period of 2021-2025 in Vietnam?

Pursuant to Clauses 3, Article 16 of the Circular 06/2022/TT-BTTTT (effective from August 14, 2022) stipulating regulations on guidelines for the implementation of the plan on the goals and tasks of the Poverty Reduction Subproject on Sustainable Poverty Reduction in the period of 2021-2025 in Vietnam as follows:

3. Guidelines for the implementation of the annual plan:

a) Based on the implementation plan of the subproject (using the non-business funding of the central budget), the Ministry of Information and Communications shall issue a guiding document:

- For ministries and central agencies: To guide the implementation of plans for the implementation of specific objectives and tasks on: implementation of new publications, selected printed publications for electronic publications, the plan to develop the technology platform for information poverty alleviation (if any);

- For localities: To guide the implementation of specific tasks of the subproject mentioned at Point a, Clause 2 of this Article.

b) Based on the guidance of the Ministry of Information and Communications at point a of this clause, the ministries, central agencies and localities shall decide to implement the tasks of the subproject (which stipulates specific tasks, if any) in accordance with relevant laws and regulations and send reports to the Ministry of Information and Communications for monitoring, summarization and supervision of implementation according to regulations.
