Article 33. Training and refresher courses on fire prevention and fighting operations in Vietnam
1. Individuals required to undergo training and refresher courses on fire prevention and fighting operations in Vietnam
a) Individuals holding the position of firefighting commander specified in Clause 2 Article 37 of the Law on Fire Prevention and Fighting;
b) Members of the civil defense team, the grassroots fire prevention and fighting team;
c) Members of specialized fire prevention and fighting teams;
d) Individuals working in environments with fire and explosion hazards or frequently in contact with fire and explosion hazardous goods;
dd) Individuals operating means of transportation, individuals working on motorized vehicles transporting passengers with more than 29 seats and motorized vehicles transporting fire and explosion hazardous goods;
e) Individuals performing fire prevention and fighting duties at establishments listed in Appendix IV issued with this Decree;
g) Members of forest fire prevention and fighting teams and units.

Thus, individuals required to undergo training and refresher courses on fire prevention and fighting operations include:
[1] Individuals with the title of firefighting commander such as:
- Head of an establishment
- Village chief
- Vehicle commander, vehicle owner
- Head of an agency, organization or authorized person
- Head of an agency, organization, Chairman of the People's Committee of a commune, ward, commune-level town
[2] Members of civil defense teams, grassroots fire prevention and fighting teams
[3] Members of specialized fire prevention and fighting teams
[4] Individuals working in environments with fire and explosion hazards or frequently in contact with fire and explosion hazardous goods
[5] Individuals operating means of transportation, individuals working on motorized vehicles transporting passengers with more than 29 seats and motorized vehicles transporting fire and explosion hazardous goods
[6] Individuals performing fire prevention and fighting duties at establishments managed by commune-level People's Committees

What are priority rights for people and means participating in fire fighting in Vietnam?
According to Article 36 of the Law on Fire Prevention and Fighting 2001 on priority and ensuring of priority rights for people and means participating in fire fighting in Vietnam:
Article 36. Priority and ensuring of priority rights for people and means participating in fire fighting
1. People mobilized for firefighting tasks are given priority to use transport means.
2. Forces and means when performing firefighting duties have the following priority rights:
a) Forces and means of the Fire Prevention and Fighting Police are allowed to use sirens, lights, priority flags, and other special signals; are given priority on traffic roads according to legal regulations;
b) Other forces and means when mobilized for firefighting tasks have the priority rights stipulated in point a of this clause within the firefighting area.
3. Individuals and vehicles participating in traffic, upon seeing the siren, light, and priority flag signals of firefighting vehicles, must immediately yield the way.
4. The Traffic Police and other forces tasked with maintaining traffic order and safety are responsible for ensuring that firefighting forces and means can travel as quickly as possible.
Thus, forces and means when performing firefighting duties have the following priority rights:
- Forces and means of the Fire Prevention and Fighting Police can use sirens, lights, priority flags, and other special signals; given priority on traffic roads according to legal regulations
- Other forces and means when mobilized for firefighting tasks have the above priority rights within the firefighting area.

According to Article 40 of the Law on Fire Prevention and Fighting 2001 on overcoming of fire consequences:
Article 40. Overcoming of fire consequences
1. Overcoming of fire consequences involves the following actions:
a) Organizing immediate rescue for victims; providing relief, assisting victims to stabilize their lives;
b) Implementing measures to ensure environmental sanitation and social order and safety;
c) Quickly restoring production, business, service activities, and other activities.
2. The Chairman of the commune-level People's Committee and up, as well as heads of agencies and organizations with fire-affected establishments, are responsible for organizing the implementation of the regulations in Clause 1 of this Article.
Thus, Overcoming of fire consequences involves the following actions:
- Organizing immediate rescue for victims; providing relief, assisting victims to stabilize their lives
- Implementing measures to ensure environmental sanitation and social order and safety
- Quickly restoring production, business, service activities, and other activities
